Sammendrag

I de siste par tiårene har vi opplevd en økende globalisering av utdanningssektoren, som særlig har kommet til uttrykk gjennom innføringen av internasjonale tester i regi av OECD. Bruken av internasjonale tester for å måle kvalitet i utdanning har blitt et anerkjent virkemiddel i internasjonal skoleutvikling. Den normative makten som prestisjefylte standardiserte tester har fått, kan tolkes som en global testkultur, først og fremst forbundet med PISA, elevevalueringen som blir gjennomført hvert tredje år i fagområdene lesing, matematikk og naturfag. Testkulturen gjennomtrenger alle deler av skolens liv og skaper en atmosfære av konkurranse, ikke bare mellom skoler, men også mellom land. På toppen av rangeringslisten med deltakerlandene finner vi Finland; finske elever skårer litt bedre enn elevene i Singapore og Canada. Paradoksalt nok bryr finnene seg mindre om PISA-målingene enn befolkningen i mange andre land; de har holdt god avstand til OECDs New Public Management-orienterte reformforslag. Finnene har alltid holdt fast ved sin lokalt baserte skole: myndighetene har gitt de høyt utdannede lærerne tillit og profesjonell autonomi. Det er ingen tvil om at vi kan lære av det finske skolesystemet, men ikke ved å etterligne det. Finsk skoles suksess skyldes et komplekst samspill mellom flere faktorer. Bare i den grad vi erkjenner dette, kan vi hente inspirasjon og veiledning fra finsk utdanning for vår egen skoleutvikling.

What Can the Norwegain School System Learn from PISA Winner Finland?

During the last decade, we have seen an increasing globalization of the education sector, in particular expressed through the implementation of international tests organized by OECD. First and foremost it is the three-yearly Student Assessments (PISA) in reading, mathematics and science that have made themselves felt in school life, creating a competitive climate not only between schools but also between different countries. At the top of the ranking lists of the participating countries we find Finland; their students do slightly better than the students in Singapore. Paradoxically enough the Finnish people busy themselves less with the PISA Assessments than people in many of the other countries, and have kept OECD’s New Public Management-oriented reform proposals at a distance. All the time the Finns have stuck to their locally based school; the authorities have given the highly educated teachers confidence and professional autonomy. To a great extent this also applies to Singapore. We can learn from these countries, but not by imitating them. Their success is due to a complex interaction of several factors. Only to the extent that we acknowledge this, can we draw from these countries inspiration and guidance for school development in our own country.
